Mayor Roberts declared the meeting open at 6.01pm and read the prayer.

Good evening Councillors, staff, ladies and gentlemen, we wish to acknowledge the traditional custodians of the land we are meeting on, the Whadjuk people. We would like to pay respect to the Elders of the Nyoongar nation, past and present, who have walked and cared for the land and we acknowledge and respect their continuing culture and the contributions made to the life of this city and this region and I invite you to bow your head in prayer:

Lord, We ask for your blessing upon our City, our community and our Council. Guide us in our decision making to act fairly, without fear or favour and with compassion, integrity and honesty. May we show true leadership, be inclusive of all, and guide the City of Wanneroo to a prosperous future that all may share. We ask this in your name. Amen

Schedule 2.3(8)(2) of the Local Government Act 1995 requires that the election of the Deputy Mayor is to be conducted in accordance with the procedure prescribed by the Mayor. The procedure was circulated to all Elected Members and published in the Special Council Meeting Papers.

The Mayor advised that Mr Mustafa Yildiz, Executive Manager Governance and Legal, would be "the person conducting the election" and would act in the context of a Returning Officer. Mr David Nicholson, Acting Director Corporate Strategy and Performance would be the scrutineer for this election.

The Executive Manager Governance and Legal then advised that in accordance with Schedule 2.3, Division 2, Part 8(3) of the Local Government Act 1995 nominations for the office of Deputy Mayor were about to close and that the following nominations had been received:

· Cr Cvitan;

· Cr Sangalli.

The Executive Manager Governance and Legal called for any further nominations and there being none, closed the nomination period at 6.04pm.

As there was more than one nomination received the Executive Manager Governance and Legal advised that a secret ballot would now be held to determine the position of Deputy Mayor. The Executive Manager Governance and Legal determined the order the candidate names would appear on the ballot paper by drawing each candidate’s name from the ballot box. The order of the candidate names on the ballot paper was as follows:

· Cr Sangalli;

· Cr Cvitan.

Ballot papers were then drawn up and authenticated by the Executive Manager Governance and Legal and distributed to all Elected Members.

The Executive Manager Governance and Legal advised that the voting method would be “first past the post” and, when all votes had been cast, the Executive Manager Governance and Legal counted the votes. The election process was conducted with the independent witness being the Acting Director Corporate Strategy & Performance.

In accordance with Section 11 (f) of the Local Government (Constitution) Regulations 1998, the Executive Manager Governance and Legal advised that Cr Sangalli received 9 votes and Cr Cvitan received 6 votes. The Executive Manager Governance and Legal declared Cr Sangalli the successful candidate having received the majority of votes in favour of appointment and was therefore elected to the position of Deputy Mayor for a term ending 19 October 2019.

Mayor Roberts acknowledged the nominations for Deputy Mayor, thanked Cr Cvitan for his nomination and congratulated Cr Sangalli on her successful election.

DECLARATION OF OFFICE AND SWEARING IN OF DEPUTY MAYOR

Cr Sangalli made a Declaration of Office for the position of Deputy Mayor of City of Wanneroo as per Section 2.29 of the Local Government Act 1995 before Mayor Roberts.
