Issue

To consider the nomination of replacement delegates to the Joondalup Health Campus (External Committee) and Reconciliation Action Plan Working Group (Internal Committee), and a deputy delegate to the Western Australian Local Government Association (WALGA) North Metro Zone (External Committee) resulting from the resignation of Councillor Newton from those positions.

Background

Council at its Special Council Meeting held on 31 October 2018 appointed Cr Newton as a delegate to the Joondalup Health Campus (External Committee) and Reconciliation Action Plan Working Group (Internal Committee), and as a deputy delegate to the Western Australian Local Government Association (WALGA) North Metro Zone (External Committee).

Detail

Cr Newton has submitted her resignation in writing as a delegate/deputy delegate to the committees detailed above, due to other commitments.  Council is requested to consider replacement delegate and deputy delegate as follows:

Role of Committee:

To provide advice to the Joondalup Health Campus regarding community health needs.

Reconciliation Action Plan Working Group (Internal Committee)

Role of Committee:

To develop draft goals to reflect the Relationships, Respect and Opportunities pillars of the City’s Reconciliation Action Plan (RAP) with the aim of long term and genuine engagement with the Aboriginal community in Wanneroo

Elected Member Representatives:

Delegate:    Cr Newton

Deputy Delegate: Cr Sangalli

Meetings:

As determined by the group at the Wanneroo Library and Cultural Centre

Western Australian Local Government Association (WALGA) North Metro Zone (External Committee)

Role of Committee:

To represent issues from the Cities of Wanneroo, Joondalup and Stirling back to WALGA

Role of Committee:

Delegates: Mayor Roberts, Cr Cvitan, Cr Zappa & Cr Fenn

Deputy Delegates: Cr Newton, Cr Treby, Cr Flood, Cr Coetzee

Elected Member Representatives:

Thursday evenings bi-monthly rotating between local councils

Comment

Council is now requested to consider the appointments of Elected Members as detailed.

                                                                                                                 

Statutory Compliance

The appointment is made under section 5.10.(1)(a) and section 5.11A.(1) of the Local Government Act 1995 and the term of membership will be until either the person resigns from the membership of the committee; the committee is disbanded or the next ordinary elections day, whichever happens first.

Recommendation

That Council APPOINTS BY AN ABSOLUTE MAJORITY:

 

1.       Cr _____________ as the Delegate to the Joondalup Health Campus (External Committee);

 

2.       Cr _____________ as the Delegate to the Reconciliation Action Plan Working Group (Internal Committee); and

 

3.       Cr _____________ as the replacement Deputy Delegate to the Western Australian Local Government Association (WALGA) North Metro Zone (External Committee).
